Laminated glass is two pieces of glass sandwiched around a piece of plastic film. If laminated glass breaks on either side, the pieces will stay together resulting in a spider-web pattern. Tempered glass is stronger than ordinary glass but it breaks into pebble-like pieces and falls "out" since it doesn't have anything holding it together like laminated glass.
